David is Executive Director (Communities & Housing) at North Ayrshire Council. David is a Town & Regional Planning graduate from the University of Dundee and holds a postgraduate qualification in business administration. He has previously worked in the private sector within the construction industry. He is currently responsible for delivering a variety of local services at North Ayrshire Council including Housing, Homelessness, Planning, Building Standards, Trading Standards, Environmental Health, and Building Services, as well as Youth Work, Adult Learning, Community Development, Arts and Heritage, Physical Activity and Sport, Libraries, and Community Facilities. 

In his role, David provides leadership and strategic oversight across all of the above service functions, including performance management, financial management, and legislative compliance, as well as ensuring that organisational priorities, resources and outcomes are aligned and transparent. 

David is responsible for multi- million-pound capital and revenue budgets and for compliance with corporate policies and statutory duties and also leads engagement with external scrutiny bodies, for example Audit Scotland, the Scottish Housing Regulator and the Community Learning and Development Standards Council.

Passionate about lifelong learning, David lives locally in Ayrshire and, with three children growing up in the area, is committed to maximising learning and employment opportunities for young people.
